Why the county gates are not a contractor plan

The public disposal sites around Richmond are built for residents, and their rules say so. Henrico's $5-per-trip public use areas prohibit material from rental properties, vacant lots, businesses, or commercial ventures — a crew's load is turned away at the gate. Chesterfield's convenience centers admit registered small contractors, but construction debris runs $15 per single pickup load, visits cap at a double load, and dedicated asphalt and concrete loads, dirt, and stumps are refused. A tear-off crew produces more than a double-load cap before lunch. That gap between what a jobsite generates and what a resident gate accepts is exactly what a roll-off closes.

Where contractor debris actually goes

Old Dominion Landfill — Republic Services, 2001 Charles City Road in eastern Henrico, about 2.5 miles west of Richmond International Airport — accepts construction, demolition, and debris waste alongside municipal solid waste. The region carries four permitted CDD landfills with roughly 16 million tons of additional capacity, coordinated through the Central Virginia Waste Management Authority. Disposal capacity is not the constraint on your schedule; loading and hauling logistics are, and those are ours to manage.

Tear-offs and dense debris

Shingles, plaster, and masonry hit weight limits at a fraction of a container's volume. Structure the load before demo day: heavy material in its own box or under a strict fill line, light volume in the tall box. Mixed loads with a buried heavy fraction are how containers end up overweight and stuck on site. Tell us the material split when you book and the rental is built around it.

Placement: three jurisdictions, three road authorities

Private staging — a lot, a drive, a fenced yard — is the simple case and settles in the booking call. Public right-of-way is where the map matters. Inside the City of Richmond, any dumpster in a street, alley, or sidewalk needs a Work in Streets Permit; contractor applications include a certificate of insurance, contractor license information, a site plan, and a traffic control plan, fees are due before issuance, and a pre-construction meeting with the Right of Way Inspector is required five business days before the obstruction begins. Build that into the schedule.

Henrico County maintains its own roads — one of only two Virginia counties that do — and issues its own permit to work in county right-of-way; its conditions require Group II channelizing devices, plastic drums with reflective sheeting, around equipment or materials left in the right-of-way after working hours. In Chesterfield and Hanover, local streets are VDOT-maintained, so state right-of-way permitting applies. Can concrete, brick, or dirt go in a construction dumpster?

Yes, with the load structured for it: a smaller box or a strict fill line, and weight terms set in the quote. Dense material reaches the legal hauling weight long before it reaches the rail. Note that Chesterfield’s county convenience centers refuse dedicated asphalt and concrete loads and prohibit dirt — clean heavy debris generally needs a private outlet like a roll-off.

Who pulls the street permit for a jobsite dumpster in Richmond?

The applicant on the city’s Work in Streets application — typically the contractor, and the city asks for a certificate of insurance and contractor license information when a contractor applies, plus a site plan and traffic control plan. How fast can a box reach an active jobsite?

Same-day or next-day delivery may be available depending on container inventory, the address, and when the request comes in. For scheduled phases — demo day, tear-off day — reserve ahead, especially near weekends and busy building stretches.

Can we run multiple dumpsters or swap-outs on one project?
